अनुच्छेद 263. अंतरराज्य परिषद् के संबंध में उपबंध— यदि किसी समय राष्ट्रपति को यह प्रतीत होता है कि ऐसी परिषद् की स्थापना से लोक हित की सिद्धि होगी जिसे—

(क) राज्यों के बीच जो विवाद उत्पन्न हो गए हों उनकी जाँच करने और उन पर सलाह देने;

(ख) कुछ या सभी राज्यों के अथवा संघ और एक या अधिक राज्यों के सामान्य हित से संबंधित विषयों के अन्वेषण और उन पर विचार-विमर्श करने; या

(ग) ऐसे किसी विषय पर सिफारिश करने और विशिष्टतया उस विषय के संबंध में नीति और कार्रवाई के अधिक अच्छे समन्वय के लिए सिफारिश करने,

के कर्त्तव्य का भार सौंपा जाए तो राष्ट्रपति के लिए यह विधिपूर्ण होगा कि वह आदेश द्वारा ऐसी परिषद् की स्थापना करे और उस परिषद् द्वारा किए जाने वाले कर्त्तव्यों की प्रकृति को तथा उसके संगठन और प्रक्रिया को परिनिश्चित करे।

Article 263. Provisions with respect to an inter-State Council— If at any time it appears to the President that the public interests would be served by the establishment of a Council charged with the duty of—

(a) inquiring into and advising upon disputes which may have arisen between States;

(b) investigating and discussing subjects in which some or all of the States, or the Union and one or more of the States, have a common interest; or

(c) making recommendations upon any such subject and, in particular, recommendations for the better co-ordination of policy and action with respect to that subject,

it shall be lawful for the President by order to establish such a Council, and to define the nature of the duties to be performed by it and its organisation and procedure.
