Explanation – The Indian Council Act, 1892 introduced two improvements in the Indian and Provincial Legislative councils –
(a) Retaining the majority of official members, it provided for the nomination of the non-official members of the Central Legislative Council by Bengal chambers of commerce and the provincial legislative councils. Non-official members of the Provincial councils were to be nominated by certain local bodies such as universities, district boards and municipalities.
(b) The councils were given the power of discussing the Budget and addressing questions to the executive.

Indian Councils Act of 1892
The features of Indian Councils Act of 1892 were as follows :-
“The act made a limited and indirect provision for the use of election in filling up some of the non-official seats both in the Central and provincial legislative councils. The word election was, however, not used in this Act. The process was described as nomination made on the recommendation of certain bodies”.
