Delimitation
- Act of fixing or refixing the boundaries of constituencies by the Delimitation Commission (statutory body) ⇒ 4 Delimitation Commissions so far: in 1952, 1963, 1973, and 2002.
- The Delimitation Commission’s orders cannot be challenged in any court ⇒ Orders come into force on a date specified by the President.
- 👉🏽 Copies of the commission’s orders are presented to the Lok Sabha and the relevant State Legislative Assembly, but they cannot modify them.
- Article 82: After each Census, Lok Sabha seats should be readjusted to reflect population changes ⇒ Current strength of Lok Sabha is based on the 1971 Census, as the number of seats is frozen until 2026.
First Panchayat Advancement Index
- Prepared by the Ministry of Panchayati Raj ⇒ Ranked over 2.16 lakh panchayats based on their performance/progress towards achieving SDGs (9 themes).
- 5 categories: Achiever, Front Runner, Performer, Aspirant, and Beginner ⇒ Based on the score on a scale of 0-100.
- Gujarat leads with the maximum number of front-runner panchayats, followed by Telangana and Tripura.
Pradhan Mantri Mudra Yojana (PMMY)
- Launched on 8th April 2015 by PM Modi.
- Under PMMY, Scheduled Commercial Banks (SCBs), Regional Rural Banks (RRBs), Small Finance Banks (SFBs), Non-Banking Financial Companies (NBFCs), and Microfinance Institutions (MFIs) provide collateral-free loans up to Rs 20 lakh to the non-corporate, non-farm small/micro enterprises.
- 4 products: Shishu (up to Rs 50,000), Kishore (above Rs 50,000 and up to Rs 5 lakh), Tarun (above Rs 5 lakh and up to Rs 10 lakh) and TarunPlus (above Rs 10 lakh and up to Rs 20 lakh – For those, who have successfully repaid Tarun loans)
- Women account for 68% of all Mudra loans.
- Top states with Mudra Loan Disbursements: Tamil Nadu > Uttar Pradesh > Karnataka > W. Bengal > Bihar
- Jammu and Kashmir: Highest loan disbursement among UTs.
Supreme Court Ruling on Article 200
- Article 200: Power of the Governor regarding the assent to bills passed by the State Legislature ⇒ 3 options: grant assent, withhold assent or reserve the bills for the President.
- The State of Tamil Nadu v The Governor of Tamil Nadu and Anr: Supreme Court (SC) has declared the reservation of bills by the Tamil Nadu Governor for the President’s consideration after re-enactment by the state legislature as illegal and erroneous.
- SC ruled that a bill can be reserved for the President only at the first instance ⇒ Governor has NO discretion regarding the assent to bills after their re-enactment by the state legislature. Exception: If the bill presented in the 2nd round is different.
- No pocket or absolute veto: Governor has to choose one of the 3 options under Article 200.
- SC-Mandated Timelines for Governor (Article 200)
- 1. Withholding or Reservation (on CoM’s advice): Act immediately; max 1 month.
- 2. Withholding Assent (Against CoM’s Advice): Return with message; max 3 months.
- 3. Reservation for President (Against CoM’s Advice): 📩 Reserve; max 3 months.
- 4. Post-Reconsideration: Must assent; max 1 month.
- Governor’s action under Article 200 is open to judicial review.
Global Electricity Review 2025
