Key provisions related to Special Intensive Revision (SIR) of electoral rolls in India


  • SIR is conducted by Election Commission of India (ECI) under Section 21(3) of the Representation of the People Act (RPA), 1950.
  • Article 324: gives the ECI discretionary power to revise electoral rolls.
  • Article 329 (b): bars judicial intervention during elections → disputes can be raised only through election petition after the elections.
  • Section 16 of RPA 1950: deals with disqualifications (e.g. non-citizens are disqualified) from registration in the electoral rolls.
  • Section 19 of RPA 1950: states the eligibility conditions for registration in the electoral rolls.
